CE Marking

CE marking is a regulatory mark indicating the declaration of trustworthy product data by the manufacturer, allowing the product to be placed on the European market. While it does not address fitness for a particular purpose or local issues in individual member states, it can help new products that are not covered by a Harmonised European Standard (hEN).
The BBA is a Notified Body under the Construction Products Regulations (CPR) and can assist with CE marking through a number of products and services.
Certificates of Constancy of Performance (System 1 or 1+) – This is product certification and may be used where a product can be shown to comply with the requirements of either a European Technical Assessment Guidelines (ETAGs) or a harmonised European Standard (hEN), where the Assessment and Verification of Constancy of Performance (AVoCP) level has been set at system 1 or 1+. In these cases, there is a requirement for a Notified Body, such as the BBA, to ratify an aspect of the product’s performance. It will also be necessary for the manufacturer to conform to the BBA that all other requirements of the ETA or hEN have been met, including the Factory Production Control. This may involve additional testing, either at the BBA or externally.
Certificates of Conformity of the Factory Production Control (System 2+) – This relates to the quality management system in place at a production facility. This may be used where a product can be shown to comply with the requirements of either a European Technical Assessment (ETA) or a harmonised European Standard (hEN), where the Assessment and Verification of Constancy of Performance (AVCP) level have been set at system 2+.
Determination of Product-Type for a wide range of construction products (System 3) – Determination of product-type (type-testing under the CPD) is carried out on the basis of type-testing, type calculation, descriptive documentation of the product or other procedures described in the harmonised technical specification. It is used to determine the performance of samples representative of the product type. Determination of product-type is carried out by the manufacturer or a Notified Body, such as the BBA, depending on the Assessment and Verification of Constancy of Performance (AVoCP) level.
European Assessment Documents (EADs) can also be used for CE marking purposes when there is no hEN or ETAG applicable to a product or system. Where a manufacturer wishes to add credibility or has limited test facilities, the BBA can carry out other tests specified in a harmonised European Standard.
